Please continue to call, email, and send postcards to your legislators asking why the people of North Carolina must now face a vaccine passport that will be required by certain businesses and employers. Several healthcare rights groups such as PAVE fought diligently to get this bill out of committee and passed. We were confident it could be passed and that Cooper's expected veto could be overridden. But your legislators did not see fit to stand against Tim Moore and Bill Rabon.

H572 passed the House on a vote of 75-38. Rep. Pittman's amendment to give liability protection to businesses was not included. To override a governor's veto, bills must pass both houses of the legislature with a 3/5 supermajority, or 60%. For the two houses, that means the following: House - 72 votes; Senate - 30 votes Therefore, H572 passed the House with a veto-proof majority. However, the bill is practically useless as it is. We've passed a bill with a veto-proof majority, but which is still woefully insufficient as it is. A bill champion(s) is being sought in the Senate who will push to amend the robust language of H558 into H572. The good news is that H572 will provide a vehicle for that, and that the immediate time pressure is off thanks to beating the Crossover Deadline. A committed Senate supermajority is needed to override the Governor's inevitable veto. Details will be posted as soon as available. In the meantime, contact your state senator (Burr/Tillis are not state senators), share the intent of H572, and tell them to support the bill and any protective amendments that get added.

On Monday H572 (the substitute for H558) will go to the House floor for a vote. Call your House rep (leave a VM) and also email them. H572 is a watered down version of H558 but Tim Moore would not allow H558 to move forward because he protects businesses over people (against what the constitution says). We are hoping to get more protective language added to H572 as it makes its way through the process.
As a free people, we should be able to make our own healthcare choices. But the political process intervenes and interferes. The most we can do is fight for our rights, and remember what decisions our elected officials made. The House Health Committee could not be swayed to hear HB 558. As a result, it is not moving forward.
